I think the key here is to evaluate the entire child. Maturity, reading, math skills, coordination, social interaction, etc. Unfortunately this may reflect negatively on the other kids but ultimately as parents we can only be concerned with our own children, not everyone els's. It is hard enough to be at peace with the decisions we make concerning the futures of our own children without worrying about the others.

It is all survival of the fittest. If you have to do something in raising the kids to give them an edge later in life then it is just reality.

I did the opposite of the parents you describe.

Here the cutoff is the end of December (for 1st grade, the transition to school). My daughter was born the end of January and I had her tested to put her in first grade early, because of her academic level. There are many children such as you describe in her class, including an extremely big triplet boy. She is the youngest in the school and average size, so she is not the shortest. She is doing okay. I think the trend to hold back is misguided and harms children, if they are really ready. It's not true that schools expect all children to be at the same level. Some people think everything should be perfect before moving up especially if the child is young, and that will never happen.
